Public Procurement Law – Legal Support for Foreign Contractors in Poland

We specialise in procurement procedures carried out under the Public Procurement Law, the competitiveness principle applicable to the spending of EU funds, or other specific regulations. For 15 years, we have been providing services to both contracting authorities and contractors. We prepare procurement documentation, including Terms of Reference and draft contracts, conduct procurement procedures, represent clients before the National Appeals Chamber (KIO), and carry out audits of procurement procedures. We also draft and update internal procurement rules and guidelines, ensuring not only compliance with the law, but also the efficiency and smooth conduct of procurement procedures.

We offer comprehensive legal support for foreign contractors participating in public procurement procedures in Poland — covering tender analysis, bid preparation, consortium structuring, and legal protection measures.

At GJW Law Firm, we provide full-spectrum legal advisory for international entities seeking to enter the Polish public contracts market. Our expertise covers public procurement audits, strategic bidding advice, and ongoing contract management.

We support contractors throughout the entire procurement lifecycle — from the initial analysis of the Terms of Reference (SWZ) and the bidding phase to post-award contract supervision, execution, and final settlement. Our goal is to ensure that every bid is legally compliant, competitively structured, and fully aligned with the rigorous procedural requirements of Polish law.

Strategic Support in the Public Procurement Process

The foundation of a successful bid is a thorough analysis of the tender documentation. We conduct extended legal audits of procurement requirements that go beyond a mere review of formal criteria, combining legal, technical, and regulatory perspectives.
